HBK/Luger

As someone who loves the simple formula of Flair vs. Lex Luger from 88-90, why didn’t WWF run a babyface Lex vs. heel HBK in 93-94. Am I nuts to think that would’ve been great? Luger question, have a Sunday morning drink. Nothing with Luger was gonna be great in 1994.
