Bypassing NXT To The Main Roster?

Do the wrestlers that have/will bypassed NXT to go straight to the main roster,(A.J. Styles, Karl Anderson/Luke Gallows, Mike Bennett, etc.), have had a say in the whole thing, or is it strictly up to WWE management?   Everything is always ultimately up to Vince.  But for what they're paying for Styles, they weren't gonna send him ...
