Shawn’s 1995 IC Title Reign

If Shawn doesn’t have to forfeit the title to Dean Douglas at IYH IV, and had actually gone through with the match, does Douglas win anyway?  Had they already decided by Sept/Oct 95 that he was to win the 96 RR and go to WM and win the WWF Title? Yes, yes, and yes.
