One of the major reasons his title reign flopped was a lack of major challengers.  Earthquake would seem to be a viable challenger but obviously you needed him for the Hogan feud.  Why not have Rude injure Hogan and then have Quake feud with Warrior.  You can always go back to Rude/warrior later.   Fair question, ...
