Finn Balor Universal Champ 2016

Had Finn Balor not gotten injured and had to forfeit the WWE Universal Title after winning it from Seth Rollins at SummerSlam 2016, was he supposed to have been a long term or short term champ at that point?     Everything about how he was treated afterwards would suggest short-term.
